A methodology to cover the early phase-out of coal fired power plants and their subsequent replacement with renewable energy projects (such as wind power or solar power) based on a 1:1 MW replacement. The methodology must be used in line with the Just Transition Requirements.
Both the methodology and the Just Transition requirements were out for an initial public consultation from 19 Nov 2025 – 19 Dec 2025.
